Robert Hensley, Esq., board member of the Coalition to Unchain Dogs, discusses the community outreach model of his organization, and its success in building over 1700 fences so that dogs can stay with their owners. This grassroots organization has made a major impact on the overall welfare of dogs, providing veterinary care, spay/neuter and education to underserved neighborhoods in Durham, N.C. Statistics indicate that with the organization in place, there was virtually no difference in shelter intake when the anti-tethering ordinance was passed.
